Enchantment
~ enters the battlefield with 2 charge counters on it.
WHen you play a red instant or sorcery, put a charge counter on ~.
Remove a charge counter from ~: ~ deals 1 damage to target creature or player.

Similar to my 1/1 I posted in the print this thread:

Mana Red
Creature - Goblin
Whenever a red instant or sorcery is cast, if it was the first instant or sorcery cast that turn, put a blaze counter on ~.
Remove a blaze counter from ~: ~ deals 1 damage to target creature or player.
