This is pretty nice. A combination of what white and blue like to do to spells, and to creatures, at an affordable cost. It's similar to Temporal Spring as well, which gives a good baseline for how much the effect should cost. Being able to counter spells makes it a lot better, so it makes a tier-3 GU card into at least a tier-2 WU card.
